Developing Wellington Regional Land Transport Plan 2027

Last year, Regional Transport officers laid the groundwork for the next Wellington Regional Land Transport Plan (RLTP) 2027, developing the evidence base that informs the plan’s Strategic Framework. You can read more on this background research in the “Background research and evidence” section below.

This year, officers have been using this evidence base along with a series of workshops to collaboratively develop the RLTP 2027 Strategic Framework.

The Strategic Framework comprises four components:

• Vision
• Strategic objectives
• Headline targets
• Transport investment priorities

Through these four components, the Strategic Framework establishes what our transport system should look like in the long term (30 years) and where the region should prioritise investment in the shorter term (10 years).

The full draft RLTP will be open for public consultation in mid-2027.

Background research and evidence

The reports below set out how our transport network is currently working, where challenges present room for improvement, and what our communities want from the transport system.

This evidence base is guiding the development of the RLTP 2027 strategic framework and will help our region identify what we want our transport network to deliver over the next 10-30 years.

State of Transport 

This report developed by the Wellington Transport Analytics Unit summarises current trends, challenges, and opportunities across the Wellington Region’s transport system.  

The insights will be used to shape the development of the RLTP 2027 including how to address issues such as safety on the region's transport network, reducing transport-generated emissions, improving public transport accessibility and enabling the efficient movement of goods and services to key destinations.

Our Region’s Transport System 2050: Levers for System Change 

This report developed by GWRC’s Regional Transport staff sets out the status quo and policy context of the current transport system, the key challenges and the barriers preventing the Wellington Region from getting the most out of our transport system. The purpose of this report is to  explore how transformational change could be achieved both within the transport system itself and in other areas (eg, urban planning and infrastructure planning) to create a transport system that contributes to positive long-term outcomes for our communities.

Lower North Island Freight: A Case for Change 

The 2024 Mid-Term Review of the current RLTP identified the development of an agreed inter-regional approach to freight movement as an area for inclusion in the RLTP 2027. The purpose of this report is to set out key insights and issues affecting the freight sector, and identify the opportunity for Lower North Island Regional Transport Committees to work together on common freight policies in upcoming RLTPs.
