The Regional Land Transport Plan (RLTP) is our blueprint for the region’s transport network. It aims to enable a connected region, with safe, accessible and liveable places.

The RLTP sets the direction for transport in the region for the next 10-30 years. It identifies regional priorities, and includes the list of transport projects the region intends to deliver. This list is then submitted to Waka Kotahi (NZ Transport Agency) to be considered for funding. This is done as part of the National Land Transport Programme.

Mid Term Review

The RLTP is reviewed halfway through the term – this is called a Mid Term Review.

The objective of the mid-term review is to check that the RLTP remains valid and fit for purpose for the second half of its six-year duration.

This involves finding out what are the most important transport priorities for our region from lots of different groups within the region, and how much focus (and money) people think should be put on each priority.

In the Wellington region, Greater Wellington Regional Council (GWRC) leads the review of the strategic direction of RLTP, while each individual council reviews their list of transport projects, reviewing and updating as necessary.

On 30 July 2024, Greater Wellington approved the Regional Land Transport Plan 2021 – 2024 Mid-Term Review, following consultation with stakeholders and the public in June 2024.

Overseeing the plan

The RLTP is a collaborative plan, overseen by the Regional Transport Committee (RTC). RTC is a unique statutory committee. Although it is a committee of Greater Wellington, each council in the region has a voting member, along with a member each from Waka Kotahi and KiwiRail. The collective view of the RTC forms the basis of the RLTP.

Why plan regionally for transport?

Regional planning for transport is required under the Land Transport Management Act 2003.

The regional layer of transport planning is important as it:

  • Mediates national and local priorities
  • Advocates for the region’s transport priorities
  • Supports the region in allocating its transport investment
  • Provides an avenue for strong inter-regional collaboration.
