This memo summarises various hydrological reports and ground water modelling to provide commentary on the appropriateness of allocation and minimum flow limits and permitted take rules for Kāpiti. Recommendations within this memo reflects the value of ‘ecosystem health’ and when considering adjustments to flows and allocation other instream values should also be considered.
