Ngāti Toa and Greater Wellington partner on future focused transport solution

Ngāti Toa Rangatira and Greater Wellington have signed a ground lease agreement that paves the way for the investigation of a proposed new bus depot in Porirua.

The 1.6-hectare site, owned by Ngāti Toa and located near Kenepuru Hospital, features undeveloped whenua with access to key transport routes. The site will be leased to Greater Wellington as both parties begin feasibility work and explore options to strengthen public transport infrastructure in the region.

The agreement marks the beginning of a shared approach between iwi and the regional council that places long-term planning, sustainability, and partnership at the centre.

“This lease reflects a forward looking and pragmatic approach to land use — one that balances our development aspirations with the transport needs of our growing community,” says Helmut Modlik, Chief Executive of Te Rūnanga o Toa Rangatira.

The partnership centres on shared values, aiming for sustainability, cultural expression, economic opportunity, and low-emissions transport.

“We’re grateful to Ngāti Toa for helping us secure our region’s public transport network for the next generation,” says Nigel Corry, Chief Executive of Greater Wellington. “By entrusting us with this tenancy, Metlink bus services north of Wellington can grow to meet future demand.”

The lease is due to commence in 2027 following the completion of site preparation by Ngāti Toa, including earth and stormwater works.

The agreement then empowers Greater Wellington to explore employment, training, and procurement opportunities for Ngāti Toa and the wider community. 

Environmental and cultural outcomes will be prioritised through co-design, storytelling through infrastructure, and alignment with iwi strategic aspirations.

Final design and build decisions are yet to be made. The depot would begin operating in 2028.

Partnership objectives, including the wellbeing of nearby residents and businesses, will be shared during community engagement - due to begin in the coming months.
