Waitangirua Farm - intention to classify as recreation reserve

Greater Wellington and Porirua City Council are currently in the process of completing the acquisition of land within Belmont Regional Park referred to as "Waitangirua Farm". Upon completion of this process Greater Wellington will be required to hold the land in its ownership known as "Waitangirua Farm" as a Reserve under section 14 of the Reserves Act 1977.

On July 19th 2007 Greater Wellington resolved to begin “notification of Council’s intention to pass a resolution to hold Waitangirua Farm as a recreation reserve.” A Recreation Reserve is defined in the Reserves Act 1977 section 17(1) as being “for the purpose of providing areas for the recreation and sporting activities and the physical welfare and enjoyment of the public, and for the protection of the natural environment and beauty of the countryside, with emphasis on the retention of open spaces and outdoor recreational activities, including recreational tracks in the countryside."

As part of this process Greater Wellington is inviting objections in writing on the proposed Recreation Reserve classification and will receive these until 25 April 2008

Background
The Reserves Act 1977 (RA77) sets forth the legislative process for the declaration of reserves and lays out the purposes for which different classifications of reserve exist. This information is summarised in the attached table.

Based upon these definitions, along with the nature of the predominantly farmed landscape and ecosystems, and the existing &expected recreational pressures upon Belmont Regional Park as a whole, Greater Wellington considers Recreation Reserve to be the most appropriate classification for Waitangirua Farm. This classification would also be consistent with the status of the vast majority of the other land within Belmont Regional Park, which is summarised in the map attached.
