Procedural Meeting

*Note: The venue for the Wellington meeting has been moved to Porirua (see below)*

It is the Hearing Panel’s intention to hold Procedural Meetings about the hearing process for the Proposed Plan.

These meetings will discuss the process at the hearings and allow submitters the opportunity to ask the Panel questions about speaking at the hearing. Attendance is not compulsory but it may be useful if you wish to know more about the hearing process. 

In order to accommodate submitters, we are holding three identical meetings around the region so that submitters may attend at their preferred venue:

10am, 17th November 2016, KCDC, 175 Rimu Road, Paraparaumu

10am, 24th November 2016, Level 2, BNZ Partners building, 14 Hartham Place, Porirua

10am, 29th November 2016, Choice Room, GW Office, 34 Chapel St, Masterton

The purpose of this meeting is to confirm the procedures set out in Minute 1. The Panel will speak to the Minute and allow submitters the opportunity to ask any questions they may have about the hearings.

Please note the meetings will not cover the content of submissions.

Submitter Information Days and Pre-Hearing Meetings

We have sent out invitations to submitters for our Submitter Information Days. These sessions are to inform submitters of the hearing process and upcoming steps. We will also have staff on site to provide clarification and information on the plan. 

Our final session is in Carterton and will be drop-in so submitters may attend at any time.

Further Submissions

The further submission period is now closed.

Only certain people are able to make further submissions, if they meet the following criteria (as set out in the RMA):

  • any person representing a relevant aspect of the public interest,
  • any person that has an interest in the Proposed Natural Resources Plan for the Wellington region greater than the interest that the general public has, and
  • Greater Wellington Regional Council itself.

Proposed Natural Resources Plan for the Wellington Region

The Proposed Natural Resources Plan for the Wellington Region (proposed Plan) identifies outcomes for the sustainable management of natural and physical resources in the region to achieve the purpose of the Resource Management Act (1991). The proposed Plan contains policies, rules and methods for the people and organisations that use or protect the region’s resources.

The proposed Plan is a combined regional and coastal plan that will replace the existing Regional Coastal Plan and the four regional plans (Regional Air Quality Management Plan, Regional Freshwater Plan, Regional Plan for Discharges to Land and, Regional Soil Plan) once it is made operative following the decisions on all submissions and appeals. Please note all rules within the proposed Plan have immediate legal effect.

Section 32 of the Resource Management Act requires an evaluation of the appropriateness of the proposed Plan to achieve the purpose of the Act. There are 20 evaluation reports prepared under section 32, which you will be able to access here.

A number of documents have been referenced in the proposed Plan. All documents proposed to be incorporated by reference were publicly notified on 8 June 2015. You can access the documents by clicking on the links in the notice, except for New Zealand standards due to copyright restrictions.

Notification of the Proposed Natural Resources Plan

The Proposed Natural Resources Plan was publicly notified on 31 July 2015 and is available from this site for download, both in full and by chapter. The submission period is now closed.
