Notification of an application for resource consent under section 93(2) of the Resource Management Act 1991.

The Greater Wellington Regional Council and Hutt City Council have received the following application for resource consent.

Proposal:

The applicant is seeking resource consent from Hutt City Council and Greater Wellington Regional Council to continue to extract up to 17,500m³ of commercially saleable sand and gravel material annually from above and below the Mean High Water Springs Mark of Fitzroy Bay, Pencarrow. The site forms part of the East Harbour Regional Park. The proposed works would be carried out on a rotation basis up and down the coastal strip, starting approximately 250m east of Lake Kohangatera and working southwards along Fitzroy Bay. The works would involve a front end loader, excavator and mobile screening plant. Stock piles of saleable material up to 5m high would be created during the extraction works before being trucked offsite. Any remaining overburden would be deposited within worked area and contoured to mimic coastal landforms.

Consent applied for from Greater Wellington Regional Council:

Coastal permit [27250] – To conduct activities in the coastal marine area and seabed, including the disturbance, deposition and extraction of sand and gravel for the purpose of commercial sale.The activity is classified as a Discretionary Activity under the Regional Coastal Plan for the Wellington Region.

Consents applied for from Hutt City Council:

Under the City of Lower Hutt District Plan, the subject site is situated within the General Rural Activity Area of the City of Lower Hutt District Plan. Within this activity area, the excavation and mining of minerals are an identified Discretionary Activity. The proposal also involves works within the Significant Natural Resource (9) identified as the “Coastal Environment – Fitzroy Bay and Pencarrow Lakes Cliffs” and does not comply with the earthworks and noise rules for the General Rural Activity Area of the City of Lower Hutt District Plan. Overall, the proposal is a Discretionary Activity under the City of Lower Hutt District Plan.
