119 Port Road, Seaview, Lower Hutt (Lots 1 & 2 DP 85252) and the coastal marine area from the south end of the Seaview Wharf to Port Road.

Proposal:

The applicant is seeking resource consent to construct and operate a new fuel storage terminal in Seaview. The proposal involves construction of seven bulk storage tanks (containing a range of petroleum products and fuels) ranging in size from 1,500m3 to 8,500m3 and associated facilities.

Consents applied for from Greater Wellington Regional Council:

[27563] Coastal permit to change the use of an existing pipeline by changing the substance conveyed through the pipeline (from caustic soda to petroleum product) and allowing the pipeline to rest on petroleum product (petrol, diesel or ethanol).
[27588] Land use consent to construct up to ten bores for groundwater monitoring purposes and piling works for structures at the Port Road terminal facility.
[27589] Discharge permit to discharge operational water potentially containing petroleum product from the Port Road terminal into the stormwater network which discharges into the coastal marine area.
Overall the application is considered as a discretionary activity.

Consents applied for from Hutt City Council:

The proposed bulk fuel storage terminal requires land use resource consent for non-compliances with the hazardous facility, earthworks and noise rules of the City of Lower Hutt District Plan. Overall the application is considered a discretionary activity.
