Attending and speaking at meetings

The legal requirements for Council meetings are set down in the Local Government Act 2002 and the Local Government Official Information and Meetings Act 1987. These are reflected in Greater Wellington Regional Council’s Standing Orders.

Public participation

All Council and committee meetings are open to the public to attend, unless the Council has reason to exclude the public from an item.

Public input is held at the beginning of the meeting. Rules surrounding public input (attending, speaking, and petitions) can be found in Greater Wellington’s Standing Orders.

Attending meetings

Under the current COVID-19 alert level Greater Wellington is able to hold physical meetings. Meetings are held in the Council Chambers, Level 2, 15 Walter Street, Te Aro, unless otherwise notified. Meetings are notified on our website under Public Notices. Agendas are available from our Walter Street office two days before the meeting, and on our website under Meeting Calendar.

Please arrive prior to the commencement of the meeting, and sit in the back of the Council Chamber.

When attending a Council or committee meeting we ask that you sign in at reception, or check in using the QR code (imhere.nz).

Speaking at meetings and petitions

If you would like to speak at a meeting, please advise Democratic Services at least 24 hours prior to the meeting.

Speakers are allocated five minutes to speak, and the Council or Committee is allocated five minutes to ask you questions. Speakers speaking on behalf of a group or organisation are allocated the same amount of time as individuals (five minutes).

If you wish to speak at a Council meeting, then you must speak to an item on the agenda.

If you wish to speak at a committee meeting, then you may speak to an item on the agenda, or on a subject related to that committee.

If you are presenting a petition, you will have 10 minutes to speak. Please provide a copy of the petition to democratic services midday the day before the meeting.

Before the beginning of the meeting, please check in with the Committee Advisor so that we can confirm your speaking slot.

Supporting information

You may present a presentation and/or provide supporting information to your speech. This information will be circulated to members prior to the meeting.

Please provide any supporting information or petitions to Democratic Services by midday the day before the meeting.

If you would like to attend a Council or Committee meeting, please contact Democratic Services, democratic.services@gw.govt.nz, 24 hours prior to the meeting. Please also include:

  • Your name and contact details
  • The name of the group or organisation you are representing if you are speaking on behalf of an organisation
  • Confirmation of the agenda item you are speaking to (Council or Committee), or the subject (Committee only)
  • Whether you are using any supporting material, or presenting a petition
