Proposed Regional Policy Statement 2009

The proposed Regional Policy Statement for the Wellington Region 2009 follows a comprehensive review of the operative Regional Policy Statement (1995). It represents significant work in collaboration with the territorial authorities and other agencies in the Wellington region. It also follows the release in March 2008 of the draft proposed Regional Policy Statement (2008).

Submissions

The Wellington Regional Council’s proposed Regional Policy Statement for the Wellington region 2009 was publicly notified on 21 March 2009. The nine week period for submissions closed on 25 May 2009, with a summary of submissions notified on 11 July 2009. The date for receiving further submissions closed on 7 August 2009.

A total of 144 submissions and 29 further submissions were received.

The Staff Report

Following submissions, the Staff Report: proposed Regional Policy Statement for the Wellington Region 2009 volumes 1 & 2 2009 (the Staff Report) was prepared. For each chapter, section or provision submitted on, the Staff Report included summaries of submissions, a discussion of submissions, recommended decisions and recommended changes to the proposed Regional Policy Statement. The Staff Report was sent to submitters prior to the hearing of submissions. It is referred to extensively in the Decisions Report and should be read in conjunction with this report.

Consideration of submissions and decisions

Submissions were heard and considered by a Hearing Committee appointed for this purpose. The Hearing Committee comprised Cr Fran Wilde (Chair), Cr Ian Buchanan, Cr Sally Baber, Cr Rex Kirton and Mr Te Waari Carkeek (chair of Ara Tahi).

The submissions were heard between 3 and 16 November 2009.

The Hearing Committee considered all submissions made by submitters whether or not they attended the hearing, and their recommended decisions are recorded in the Decisions Report.

Decisions on Submissions

The Hearing Committee’s decisions on provisions and submissions were approved by the Wellington Regional Council on 18 May 2010 and publicly notified on 22 May 2010.

Draft Regional Policy Statement, 2008

Greater Wellington released the draft Regional Policy Statement in March 2008. The aim of this non-statutory document was to open discussion with all interested parties and receive feedback.

A total of 107 groups, organisations and individuals responded to the draft Regional Policy Statement during the submission period (10 March and 16 May 2008). Between them they contributed close to 1400 submission points on the draft. Key themes to emerge from submissions are noted within Newsletter No 5.

These submission helped Greater Wellington to review and revise content for the proposed Regional Policy Statement. For further information about key changes see Newsletter No 6.

Topic reports June 2007

In June 2007, Greater Wellington released a set of topic reports with draft objectives, policies and methods. These reports covered regional form, biodiversity, landscape and heritage, natural hazards, air quality, iwi resource management, energy, freshwater, the coastal environment, land waste and minerals. We received a number of comments which helped us prepare the draft Regional Policy Statement, 2008.

Our region - their future document cover

The secondstage of the review was the discussion document Our region - their future, which was released in May 2006.

Our region - their future reported on the success of the Policy Statement changes to the issues, and posed questions about whether things need to be managed differently.

Measuring up, 2005

Greater Wellington began the regional policy statement review process with its second State of the Environment Report Measuring up 2005 published in December 2005.

Measuring up 2005 reported on the state of the environment, what was being done to achieve the RPS objectives, and how well the objectives in the RPS had been achieved. The state of the environment report is accompanied by background and/or technical reports.
