Regional Land Transport Programme

Better roads, improved public transport, and safer cycling and walking are essential for a sustainable regional transport system.

The Regional Land Transport Programme  (968KB) contains all the transport projects that Greater Wellington, the region's local councils and the NZ Transport Agency (NZTA) are proposing to carry out over the next three years.

As well as maintaining our current transport network, these activities include:
- New public transport infrastructure and services
- Improved local roads and state highways
- Walking and cycling projects
- Road safety improvements and programmes

New projects
Included is a list of large new transport projects, in priority order as set out below.

  1. Western Link Road Stage 1 and Ihakara Street extension package
  2. SH1 Basin Reserve upgrade and Adelaide Road capacity improvements
  3. Package of rail network improvements (RS1)
  4. SH2 Melling Interchange and Melling Bridge package
  5. Western Link Road Stage 3 (Paraparaumu to Raumati) and Southern Connection package
  6. SH1 MacKays Crossing to Paekakariki median barrier
  7. SH2 Moonshine to Silverstream median barrier
  8. SH1 Mount Victoria Tunnel fire safety
  9. SH1 Terrace Tunnel fire safety
  10. SH2 / SH58 grade separation
  11. Region-wide bus service improvements
  12. SH1 Waikanae grade separation
  13. SH1 Ngauranga to Aotea peak period tidal flow lanes and Hutt Road bus lanes package
  14. Waterloo Quay capacity improvements
  15. Rail electronic ticketing
  16. SH58 long-term safety upgrades
  17. Westchester to Glenside link
  18. Masterton Eastern Bypass

The priorities in the Regional Land Transport Programme (RLTP) respond to the key outcomes sought by the Wellington Regional Land Transport Strategy 2007-2016 and are consistent with the impacts sought bythe Government Policy Statement on Land Transport Funding 2009/10 - 2018/19.

The RLTP also includes a 10-year forecast of anticipated funding and spending.

Consultation feedback
The Regional Transport Committee received 579 submissions on the proposed programme during March / April 2009. At the same time, a market research survey was carried out to obtain a representative opinion from the community on the programme. Click here to view the report on submissions. The Hearings Subcomittee considered the feedback from the consultation process before recommending a final programme to the Regional Transport Committee.

Approval of the Wellington Regional Land Transport Programme
The programme was approved by Greater Wellington on 30 June 2009, and has been submitted to the NZ Transport Agency to support the implementing agencies' bid for funding assistance from the National Land Transport Programme. This is one step in the funding process for transport activites and programmes.
