Carey's Gully Sanitary Landfill Sludge Treatment Facility
Proposal:
To continue to operate a Sludge Dewatering Plant at Carey’s Gully Landfill complex, and to allow for the disposal of dewatered sludge to landfill.
This will involve the continued discharge of contaminants, namely odour to air, as a result of the de-watering process.
Consents applied for from Greater Wellington (WGN070230):
[26013] Discharge permit to discharge sludge contaminants to land at the Southern Landfill.
[26014] Discharge permit to discharge contaminants to air, namely odour, from the biofilter, centrate treatment plant and other structures and operations at Carey’s Gully Sanitary Landfill Sludge Treatment Facility.
[26015] Discharge permit to discharge contaminants to air, namely odour, from the disposal of sludge contaminants to land at the Southern Landfill.
All consents applied for from Greater Wellington are considered as Discretionary activities under the Regional Air Quality Management Plan and the Regional Plan for Discharges to Land.
Consents applied for from Wellington City Council (SR161775):
Land use consent to dispose of dewatered sludge onto the Southern Landfill.
The consent applied for from Wellington City Council is considered as a Discretionary activity under the Wellington City District Plan.
Submissions, hearing and decision
Submissions closed in July 2007 and a hearing was held in October 2009. The decision was to grant the resource consents with conditions to address the actual and potential adverse effects.
Appeal
The decision was appealed by two parties. Formal mediation was held with an Environment Court commissioner in May 2010. Since this time the appellants have met with WCC to resolve the appeal. An agreement was reached in October 2011. GW is awaiting confirmation from the Court that the appeal is withdrawn. Once we have this, the consents will be issued.
