Monitoring charges
We recover the cost of compliance monitoring from the consent holder. Monitoring charges are set when the consent is granted and vary considerably, depending on the scale and complexity of environmental effects arising from the use of the consent.
Customer service charge: An annual fee of $46.00 (including GST) applies to all consents and covers services, such as providing information and advice on a consent, maintaining a consent as a public record and recording changes in consent status (e.g., a consent is transferred to someone else). Even if a resource consent is not being used this fee is charged every year until the consent is transferred or expires.
Compliance monitoring charge: Compliance monitoring involves a site visit to assess an operation’s compliance with the consent conditions and may include reviewing monitoring results or site management plans. The monitoring charge is based on the number and length of inspections needed with staff time charged at $126.50 (including GST) per hour. The complexity and environmental effects of each consent determines the level of compliance monitoring needed. The compliance inspection results are sent to the consent holder.
State of the Environment Monitoring charge (SOE Charge): We undertake many types of monitoring to assess the state of the environment. Charges apply when a local catchment area is identified as being under stress – we pass on a small proportion of the monitoring costs to the consent holders in that area. The amount charged is proportional to the amount of water taken or contaminants discharged.
